Verdict: transparent on paper, blocked in practice

King Billy is one of the more transparent offshore casinos on paper: its terms name the company, the registration number, the licence number and exact withdrawal caps in Australian dollars. It still scores 4.1 out of 10, because ACMA has asked Australian internet providers to block 17 King Billy domains, and because three rules in its terms work against players: deposits must be wagered three times, payouts are only approved on weekdays, and a "cashout cancellation" bonus pays you to put money back into play.

No. The Interactive Gambling Act 2001 prohibits offering online casino games and pokies to people in Australia, and no Australian licence exists for them. ACMA's blocked gambling websites list includes kingbillycasino.com, kingbillycasino12.com and 15 kingbillywin domains, which is what ACMA does with sites it finds providing illegal gambling services to Australians.

The offence sits with the operator, not the player. Who runs King Billy, and its sister sites

The terms (last updated 29 January 2026) say kingbillycasino.com is owned and operated by Novatrix SRL, registered in Costa Rica under number 3-102-893958, and licensed by the Tobique Gaming Commission under licence no. 0000002. Disputes go to arbitration in Costa Rica, and the outside complaints body it names is EGIS.

We found the same company, registration number and licence number in the terms of three other casinos on our review list: Casinonic, Woo Casino and Ricky Casino. They are sister sites in the plainest sense. Their limits and bonus rules differ, so read each set of terms separately.

Withdrawal limits and times

King Billy's caps are high by offshore standards. These are the Australian dollar figures from clause 11.1 of its terms:

Wins above EUR 30,000 can be paid in monthly instalments of up to EUR 30,000, while progressive jackpots are paid in full. A A$100,000 win would therefore take at least three calendar months to reach you (100,000 / 45,000 = 2.2, rounded up).

The bigger catch is timing. Withdrawals are approved only from Monday 07:00 UTC to Friday 16:00 UTC. Here is that window in Australian time:

After approval, the FAQ quotes up to 1 hour for e-wallets, 1 to 3 business days for cards and 5 to 7 business days for bank transfers. You can only withdraw by the method you deposited with, and every request needs two sign-offs: King Billy's payment team, then the payment provider.

The 3x deposit rule and the bonus maths

Clause 9.7 says every deposit must be wagered three times before you can withdraw it, and the casino may charge a processing fee or refuse the withdrawal if you have not. Deposit A$100 and you must bet A$300 first. On pokies returning 96%, that costs about A$12 on average (A$300 x 4%), even if you never wanted to play that much.

Bonuses are tougher. The bonus terms set 30x wagering, a A$7.50 maximum bet and a 30-day expiry. Take a A$100 bonus:

  • Expected loss at 96% RTP: A$3,000 x 4% = A$120
  • Fewest possible spins at the A$7.50 cap: 3,000 / 7.50 = 400

The cashout cancellation bonus is a red flag

Section 3 of the bonus terms offers a bonus for cancelling part of a pending withdrawal: 25% of the amount you cancel, with 20x wagering, a A$7.50 maximum bet and 3 days to use it. The cancelled cash stays locked until the bonus is wagered.

Cancel A$100 and you get A$25. Clearing it means A$500 of bets, an expected cost of about A$20 at 96% RTP, and your A$100 is back in play the whole time. A casino that rewards you for not taking your money out is telling you something about its priorities.

Verification and the two-week phone rule

King Billy can ask for ID, proof of address and proof of payment, in Latin or Cyrillic script, and may also verify you by phone or video. Withdrawals stay pending until checks are complete. If the casino cannot reach you by phone or email within two weeks of a withdrawal request, the account is locked and the withdrawal cancelled; failing verification within two weeks of a request can end in account closure and confiscated funds.

Other rules worth knowing: accounts with no login or play for 12 months can be charged a EUR 20 monthly dormancy fee, claims must be made within one year, and VPN use can lead to confiscation of winnings.
